Suggested Amendments to the Grant Code.
Add to the Grant Code after Para. 37 a new Para. to be numbered
37A as follows :
Alternative to Para. 32,33 and 37.
37A.
(1) Instead of having expenditure on Other Charges estimated and
approved in advance according to the provisions of paras. 32 and 33,
schools may elect to receive an annual Block Grant to cover all other
Charges. This grant shall be calculated at the rate of $15 for each
pupil in the school, plus a sum of $5,000 if the school curriculum
includes a full School Certificate Course; in no case, however, shall
the total Block Grant for Other Charges exceed $20,000. For the
calculation of the grant the number of pupils shall be taken as the
average daily attendance of the previous year.
(ii) If a school chooses this alternative, it may at its discretion
charge students regular monthly "subscriptions" at a rate greater than
50% of tuition fees; but if the total of the "subscriptions" collected
exceeds 50% of the total tuition fees collected, the excess shall be
credited against approved expenditure to reduce the total annual
recurrent grant payable by Government. The "subscriptions" retained by
the school shall be used only for the purposes indicated in Para. 37 above.
(iii) The figure of 50%, wherever it occurs in this Para. and Para. 37
shall be subject to review by Government every two years, having regard
to the needs of the schools and the general conditions at the time.
Note. For Grant School, the "inclusive monthly fee", as defined in
the Regulations made under the Education Ordinance, shall be the sum of
the monthly tuition fee and the monthly "subscription".
2.
Add to the Grant Code at the end of Para. 38 :-
In addition, a separate audited statement shall be attached
showing the total income from students' "subscriptions" and its expendi-
ture.
3.
For the financial year 1949/50, Block Grants for Other Charges
for schools which elect to come under Para. 37A shall be taken at the
amounts approved under this head in the 1949/50 estimates.
